 OK, so I've split the patch in 2:

   - omgp.dialog-transience.no-requests.diff contains only those changes
 pertaining to the various Pidgin dialogs, such as plugins, about, log,
 debug, smiley toolbar, and pounces
   - omgp.dialog-transience.request-hint-API-only.diff contains only the
 purple_request hint API and its application throughout libpurple, Pidgin,
 and plugins
