Comment (by Daniel Beardsmore):

OK, narrowing this down. If I replace pixmaps\pidgin\status\16\offline.png
with an 8-bit image (Win 256 palette) it displays correctly. However,
installing a fresh Pidgin is sure to erase and replace this file!

 However, if I replace offline.png with the 32-bit person.png or an 32-bit
PNG of my own design (one whose alpha channel has only white and black
pixels, no grey) it fails to appear at all.

To confirm, the 32-bit PNG I drew shows up in the title bar and taskbar
perfectly for available users (i.e. when used in place of available.png).

The indication is that, for offline status, and offline status only, the
PNG image is not being correctly processed before being passed to Windows
2000, which cannot show 32-bit window icons. It's probably a tiny
omission, since all other status icons are dropped from 32-bit to 8-bit
 correctly.
