Comment:

 This ticket involves a number of issues.

 First, chat tabs should never be joined and not shown. So the fact that
 they are doing that now is a bug and not a feature, therefore an option to
 disable this 'feature' is unnecessary because the bug should be fixed. And
 no an option to enable joining while hidden is not a good idea.

 Second, the fact that Windows causes new windows to be given focus is not
 a pidgin issue, it is a 'bug' in the Windows window management model and
 pidgin should not work really need to work around it.

 Third, the related bug is likely related to the first issue and sorting
 that out will likely sort this out as well.

 I'm going to close this as this is requesting a feature to work around a
 bug, which bug should instead just be fixed.
