 The current authorization dialog prompted by pidgin only allows "Accept"
 or "Deny" options, and leaves it up to the specific protocols to decide
 what to do with those replies.

 In ICQ for example, if you click on "Deny" it will issue an rejected
 message to the other side, notifying him of you existence (bad if it was a
 spammer, or just annoying if it's somebody you want to just ignore).

 If you want a silent ignore, you have no option, and thus are either left
 with this dialog up all the pidgin session, or worse, you can only loudly
 ignore the request (via "Deny").

 This patch adds an 3rd option to "Ignore" the request, this simply closes
 the dialog box without notifying the protocol of any decision, in ICQ case
 (maybe in others as well), the request won't pop up again in other
 sessions.
