 A centrally administered XMPP server can easily manage roster entries and
 subscription status for all users from a central location. It should not
 be necessary to actually touch anyone's client to do this. I would love to
 be able to suggest shared rosters as a functional solution to this but
 they create as many (varied) problems as they solve. We used this quite
 effectively during the initial roll-out of a test server at my previous
 employer.

 All that being said, it has been in the plans for a while to allow for
 plugins to automatically accept/reject authorization requests it has just
 never actually been completed.
