Forcing the focus stealing prevention to "None", for the buddy list
window, or the whole Pidgin application, does not change anything to the
problem I am reporting here (does it really work for you, or are you
 talking about your own ticket?).

I don't know how it works precisely, but I guess the Pidgin systray (or
some library it uses), check if the buddy list window content is
completely covered, and if it is, and the buddy list is open, then it will
raise it, rather than reducing it to the sytray.

The behaviour should be changed to raising the buddy list, even when only
part of the window content is covered.

In fact it does not have much to do with focus. It is first and foremost a
raising problem (of course, focus will then be given to the raised buddy
list -and in most configurations, raising and focus goes together anyway).

The ticket title might be changed to something like "Systray should also
raise partially covered buddy list, instead of reducing it" (but I cannot
 change it myself, it seems).
