 Similar to [http://developer.pidgin.im/ticket/672 this], but with the
 addition of the per-buddy/per-contact discrepancy.

 The latter bugs me too, especially when the contact uses pidgin too across
 multiple protocols and you hear the login/logout sounds two or three
 times...
