 This bug appears not to depend on any plugins. I can reproduce it
 repeatedly in Windows 2000, even with all plugins disabled. With
 ''Minimize new conversation windows'' unchecked, the bug promptly
 disappears.

 When Pidgin creates a new conversation window (either tabbed or non-
 tabbed), the last-focused Pidgin window stands a good chance of being
 raised instead. This can be any window -- a previous conversation window
 (if tabs are off), or the Buddy List window, or Accounts, or Plugins, or
 anything.

 One critical deciding factor is that the window ''must be shown''
 (although not focused) -- minimised windows will not be restored. If the
 Buddy List window is minimised, it will remain minimised when the new
 conversation window appears. If the Buddy List window is visible (but not
 focused) it will be brought forward. The same applies to any other window.
 It will be the top-most visible Pidgin window.

 I am not sure whether to report this as a new bug, or have the subject
 line reset to indicate that it's not related to any plugins. Besides, I do
 not use either Message Notification nor Off-the-Record in the first place,
 so it's definitely not either of those.

 Any idea what else it might be or what settings I should confirm?
