Comment:

 This patch provides a generic API to both send and receive attention
 messages; the low-level code to abstract attention messages out of the
 various protocols. The GUI aspects in Pidgin (a button to send attention
 requests, some form of feedback when receiving an attention command) will
 be covered by #2788.
