Comment:

 What Luke is referring to (I believe) is a headline message. Pidgin
 displays these in a notify_formatted window.

 We could support sending them, but since the spec reads:

 The message is probably generated by an automated service that delivers or
 broadcasts content (news, sports, market information, RSS feeds, etc.).

 and Pidgin users are not automated services, I don't think we should.
 Plugins, which are automated services, can send these.
