 This is true I think, I also asked the QIP users this questions and no
 official-client user seems to have the problem we see. This brings us to
 another thing you mentioned:

 "Also if message from QIP is sent to me when I am offline (and then it is
 stored on ICQ server) it is later delivered with correct coding (no
 cyrillic characters)."

 Now, this is interesting... havn't tested this myself but if it was true,
 then perhaps this would explain why official-icq users don't see the
 problem? ICQ is not using OSCAR afaik, perhaps the official icq server
 does some message reformatting/fixing and this is also done for offline
 msgs? Only a vague guess but the whole issue is strange.

 Can we get a milestone 2.3.0 or something here?
