 The proxy setting loses effect after restarting the program.

 Windows XP Pro SP2 fully patched

 1.  Set proxy setting under preferences[[BR]]
 2.  Connect to an account and watch it use the proxy setting[[BR]]
 3.  Restart Pidgin and the account does not use proxy setting[[BR]]
 4.  The proxy setting under preferences has the proxy type selected but
 with no server/port/user/pass information.  The boxes for
 server/port/user/pass don't even show up until you select a different
 proxy type from the drop down.[[BR]]
 5.  prefs.xml still shows the correct settings after restart[[BR]]
