Comment:

 (In [4f72579666e002cb42772fe52db9422fdbcfcdbb]) Capitalize "Blink On New
 Message" to be consistant with all other menu
 items. This isn't specifically addressed (that I could find) in the
 Gnome HIG, but all of the examples provided capitalized each word.
 Closes #2418.
