 On 2.2.0, I've seen similar behavior.  When I chose Change Password,
 entered the new password, and hit OK I received an error message
 indicating that password changes were not authorized (from a Google Apps
 XMPP server).  The password saved with the account was updated with the
 new value even though the password itself could not be changed.
