 I had been thinking something that simply processes the ChangeLog into a
 static PHP or HTML page would be better.  Generating the page dynamically
 at all really is a waste of resources, and adding the overhead of MySQL
 seems overkill.  Something that can be done once a release would be fine.
 The real change in the script would be simply to rewrite script 1 to read
 in the whole file and rather than make MySQL queries, just write lines of
 HTML that would have been used by script 3 (you didn't mention) which
 would get the data back into a web page.
