 May I suggest to keep two versions of each page available to visitors?
 Let me explain. You should have two cases, as you wrote:[[BR]]
 1- You have an updated english version and an old translated version[[BR]]
 2- Both english and translated versions are updated

 In case (1) you display the old translated version (because is important
 that non-english speakers have some understandable content to read) with
 an header -- or a footer -- explaining that a newer version of the page is
 available, but is not yet translated. This special header represents a
 link to the updated english version, so people that can understand English
 could get the updated info.

 Personally, to the point of view of a non-english speaker, I won't like to
 find myself on a mixed webpage that contains some parts in english and
 some parts translated.
