 I've been able to reproduce this behavior myself in 2.2.0 now.  It looks
 like the program remains highlighted in taskbar until Pidgin receives a
 composing event (for Jabber at least).

 Here's what I did:  I used Chat Client X to send an IM to Pidgin on WinXP.
 The Pidgin window flashes three times and remains highlighted.  As soon as
 I start typing a message in Chat Client X the highlight on WinXP
 disappears.  The highlight also disappears if I close my chat window in
 Chat Client X.  Both of those would send a Jabber composing event to
 Pidgin (one for "is composing" one for "closed the chat window").
