Comment:

 This isn't related to the Path (a registry entry is used to determine the
 Aspell library location), and there isn't a "Pidgin's version of Aspell",
 the Pidgin installer simply downloads and runs the
 [http://aspell.net/win32 official aspell installer].

 This issue has come up before and is caused by UltraEdit distributing an
 incompatible aspell dll that sets up the same registry keys as the
 official binary.  Uninstalling ultraedit, or at least the aspell portion,
 should allow Pidgin to run.  You may be able to reinstall the official
 aspell binary from the link above and have it replace the broken version -
 I have no idea if that'll work with UltraEdit.
