 I ended up actually finding the problem.  Under Tools -> Plugins ->
 Windows Pidgin Options -> there is a dockable buddy list icon.  Unchecking
 that option fixed my issue.  It appears that some virtual desktop software
 such as VirtuaWin and Ultramon conflict with that feature.  I don't use
 the dockable buddy list so all my problems are solved once I disabled that
 option.
