 You are talking about in the history area of the conversation window?
 While I don't know if that was intentional or not I think it might have
 been. If the scrollbar wasn't there then as soon as it was needed any long
 lines in the history would need to be reflowed to allow it to fit and this
 would be jerky. I'm not sure this is something I think needs fixing.
