 Hmm.. I found something interesting about this issue. Maybe I never
 thought to try it in previous Pidgin releases, but with Pidgin 2.4.1 I
 thought to try one little thing, is to check whether this issue always
 occurs or under some circumstances. And found that if you try to block the
 buddy from the contact list while the buddy's window isn't opened then
 after opening the buddy's window the block icon isn't overlayed over
 buddy's icon (display picture). Where as if the buddy's window was opened
 and then you blocked the buddy you'll get this issue, both icons (block
 and buddy's) get overlayed.
