 You shouldn't have to reboot in order for this to take effect, unless
 Vista truly is that bass ackwards. However, I rarely add PURPLEHOME to my
 OS-wide environment variables, and instead use a user-level or batch
 script variable to control this.

 [http://support.microsoft.com/kb/931715 KB931715] details the correct way
 to change a user's environment in Vista. Make sure to try it this way and
 it should work immediately. The other methods will likely only modify the
 Administrator account or the entire OS, and will not take effect until you
 log off (or reboot).
