 This is such a classic response from someone who has no idea what it would
 take.  The fact is that it has nothing to do with the installer - what
 needs to be done is to implement a parser for [http://tools.ietf.org/html
 /draft-butcher-irc-url-04 this draft RFC] in the IRC protocol (or a
 plugin).
