Comment:

 I believe the ICQ part of this may be an actual bug (which may or may not
 have been fixed recently, I know it came up), the Jabber part though
 probably is not. If you open the pidgin Debug Window (Help->Debug Window)
 and then send the characters over Jabber you should see the outgoing xml
 for the message, pastebin that here please.
