 The differences between a pidgin plugin and the toolkit/framework pidgin
 is built using are enormous. The fact that we should not ship a plugin by
 default that we do not have cause to believe works correctly is the
 problem with the plugin idea. Our developer resources are already
 stretched thin, adding further overhead to avoid requiring people that
 wish to use an extra plugin from needing to install it is not a good use
 of them. The other thing to note is that assuming pidgin-encryption isn't
 updated often a version built against pidgin 2.0.0 will continue to load
 in new versions of pidgin until we hit 3.0.0 and so has a maintenance cost
 of essentially zero for people that use it (but if for some reason the
 functionality breaks the cost of fixing it, and of sifting through bugs
 about it) isn't borne by us.
