Comment:

 I don't believe this is really avoidable, what I believe is happening is
 that GTK+ is attempting to leave the scrollbar at the current location
 and/or leave the current view in tact despite changes to the presented
 data. Which means that when only some of your accounts log in and the
 buddy list is scrolled to the top but then another account logs in and
 buddies (and groups) get added *above* the currently at-the-top group GTK+
 chooses not to scroll up to show it so that if you were using the buddy
 list for something it wouldn't scroll around under you.
