Comment (by evolipel):

I would like to second this ticket -- there is no other way to tell the
difference between someone online and someone invisible. Other instant
messengers that I've tried (Miranda, Trillian) have the behavior present
 in the pre-2.4.0 pidgin (i.e. the notifying-on-failure-of-delivery
 behavior).

I've always thought that instant notification of delivery failure was a
feature on the part of the OSCAR protocol. So why not display that
 information to the user?

Once again, you don't have to get rid of the nifty new offline messaging
functionality; it would simply be nice to know whether someone got a
message or not. I don't see a reason against it.
