Comment:

 As far as pidgin is concerned the buddy *is* signing on. What if they went
 offline while you were disconnected and then signed on just after you?
 That would look functionally identical and should have the message
 printed. Unless protocols have a way to indicate that the initial presence
 flood is over I don't think we should do anything this smart (even if
 protocols do I'm not sure we should).
