 Unfortunately disabling most Windows firewall software still leaves them
 enabled a little (due to the way they work, as I understand it) the only
 way to really truly disable them entirely is to uninstall them. As to your
 question about why you always need to do that, if you are in fact running
 some Windows firewall software then where you are will not matter if that
 is causing you the problem. When you disable your firewall is the debug
 output you get the same as in the debug log you posted here before? Does
