 This is almost certainly not a pidgin bug, this is going to be your window
 manager deciding that the type of window we have told it the plugins,
 preferences, and file transfer windows are should always be kept on top of
 other windows from the same application. I'm not sure we treat the file
 transfer dialog correctly here (in that I'm not sure we give it the
 correct type) but I'm pretty sure we are handling the plugins and
 preferences windows correctly. A similar 'issue' is that you cannot
 minimize or maximize any of those windows and the cause is the same, your
 window manager (it looks like Gnome which likely means Metacity) has
 decided for those types of windows those are not allowable actions.
