 Some of the functions being exported here aren't necessarily useful to
 Perl plugins. For example, the various UIOps related functions aren't
 useful unless we also provide a way for perl plugins to actually do
 something with them.  The PrplOps is going to basically be impossible to
 use from a perl plugin, so i'm removing it.
 I also removed the init/uninit functions.
