 It only happens when "Hide new IM conversations" is set to "When away".

 I think, the problem can be solved: if the status is changed to available,
 and the persistent IRC windows were actually hidden from view, they should
 not be reopened. Now, how to check for that? I browsed around a bit but
 I'm not sure. Maybe I can look into it later.

 In gtkconv.c, account_status_changed_cb is called whenever the client's
 status changes. That is where the bug can be fixed, I guess.
