#6589: Add UDP connections to purple_proxy_connect

 UDP connection is used by QQ protocol only until version 2.4.3.

 The UDP connection part in qq_network.c is almost same compare with
 proxy.c in libpurple.

 The attached patch files add new proxy option UDP in the proxy options
 page of global pref and proxy options of the account.

 The patches has tested ok in QQ plugin.
