Do new conversation windows get created if you double click an entry in
the buddy list window? If the answer to that is 'no' then this is an issue
with your window manager/desktop environment (that is Gnome) and not
pidgin. If the answer to that is 'yes' then the issue is still probably
with Gnome (though for slightly different reasons). In the first case,
where no pidgin window gets focus, it is Gnome just not focusing new
windows. In the second case, where double-clicking works but the New IM
dialog does not, it is Gnome's focus stealing prevention policy preventing
the window from being given focus when Gnome doesn't think you asked for
the window.
