Comment:

 If I remember correctly, the sent emoticons are not resized intentionally.
 The idea is to discourage sending insanely large emoticons.

 The emoticons not showing currently in the official MSN messenger is a bug
 in the official client (if you right-click and save it, you will see that
 the entire unclipped image is saved). I don't believe we plan on working
 around it.

 We could probably deal with custom emoticons as we do with buddy icons. A
 prpl can specify a limit on the size, and if it does, we try to resize the
 selected smiley files before adding them to the list. Coordinating with
 malu for the XMPP custom smileys (#5627) would be good.
