 I had more strange behavior:
  * logged in (UTF8)
     * offline message FAILED
  * logged out, switched to CP1250, logged in
     * offline message FAILED
  * switched back to UTF8
     * no more failed messages (both UTF8 and CP1250)
 But now it looks OK.
