 That looks about comparable to the small buddy list view
 (Buddies->Show->Buddy Details off) and on my screen here at work running
 at 1280x800 my buddy list (which is smaller than my buddy list at home) is
 approximately 60%-70% viewable with a fully vertically maximized window
 (and that is with my normally collapsed groups collapsed, fully expanded
 it is closer to 50% viewable). I'm pretty sure that while I have more
 accounts than the average person my buddy list size is not larger than
 average.

 If your buddy list is small enough that it can fully be contained on one
 screen in the smaller format then keeping the buddy list window open in
 the small list view is a much more reasonable solution to quick viewing
 access then the tooltip idea is (and gets you the benefit of not needing
 to then open your buddy list should you actually want to talk to someone
 who you discover is online).

 I will grant that given the limited scenario where the entire buddy list
 fits on screen and where keeping the window open is not an option (for
 various reasons most of which are limitations of the working environment
 and not real issues) this suggestion may have some merit. I just don't
 think it is as viable as you might otherwise think.
