 Using 2.5.2 in Ubuntu 8.10 and I am confirming the issue.

 The problem is simply that there is no 'custom_smiley' directory in the
 users .purple directory. Adding that directory makes the smileys being
 added (still pretty useless as it breaks all animations converting to PNG,
 but it's saved and appears in the list).

 Pidgin should simply test for this directory and create it if it doesn't
 exist.
