 So 8 of 18 do nothing. 7 of the 10 that do anything open up the most
 commonly used window belonging to the application.

 I wonder what value people see in having a control which can respond to a
 single click, but which ignores it?  For me, this is like those blank
 spaces on the dashboard of my car where, on a more expensive model, there
 is a switch that does something useful.
