Comment:

 The default installation location for aspell is not a subdirectory of the
 pidgin installation; aspell is completely independent, we don't even
 package the installer.

 I suspect you need to install the dictionary to the same place that aspell
 itself was installed.

 The debug logs do not contain the output from when pidgin starts - you
 need to do the whole `pidgin.exe > debug.log` thing to get it.
