#7694: Nullprpl protocol plugin not available in Windows

This is almost the opposite of [http://developer.pidgin.im/ticket/5858
ticket 5858], but not quite. I don't want nullprpl available by default,
but I would like it available if/when needed. I'm trying to write a Perl
plugin for perlmonk's chatterbox. The easiest method that I've devised
would be to use the nullprpl protocol and have my plugin intercept all
messages. Nullprpl apparently ships with the Unix versions of Pidgin, but
I'm using a Windows laptop. I'd like to be able to do at least one of the
following: (a) move the plugin from an ''extras'' directory to the
''plugins'' directory, (b) download a nullprpl plugin, or (c) have
nullprpl always available, but somehow hide it from the dropdown list in
''Add Account'' dialog box. This last would be ideal, since the Perl API
allows me to create accounts idenpendently of the GUI.
