Comment:

 That error message is very very old. pidgin no longer supports TOC, I'm
 unsure if TOC even still works in general. Last I knew we weren't sure why
 some people started hitting the conditions that trigger this message
 recently. I'm marking #7688 as a duplicate of this ticket since they cover
 the same issue. This ticket however also points out more clearly that we
 need to remove the reference to TOC from pidgin as that is not something
 that is even possible.
