#7752: Incorrect status icon when no network present

Runing 2.5.2 Windows version connecting only to an AIM account.
When there's no network connection available, or an invalid proxy setting
is entered the buddy list shows no network connection available and gives
options to modify account or reconnect.
However, the icon in the tray shows "Available" or "Away" after the
correct amount of time.
The icon should be offline. Currently it shows the icon that will be set
when the connection is restored.
With this behavior the tray icon showing available is indistinguishable
from disconnected and connected.
I think the tray icon should change to offline when a connection cannot be
established after startup or during a session when a connection is lost.
