 As I mentioned in #7844, the behavior of 'close-with-chat-window' is made
 much weirder and less reliable with {{{
 /conversations/im/close_immediately }}} set to FALSE.

 Attached patch makes the PurpleMenuAction context-sensitive (either
 initiate or cancel Direct IM). Hooray!
