 I found the reason of this bug.
 Using Pidgin 2.5.3. When adding a live account which is not hotmail.

 Tools - Privacy.   Says: Allow all users to contact me. THIS IS WRONG!

 You just need to change it to:  Allow only users below.


 This is a serious bug... But at least I find out how to fix it.

 After doing this all blocked users will be blocked again and everything
 works as usual.
