 They don't, however it's a convenient way to have a CLI available without
 having to manually cd to the executable path each time.

 Thanks for taking the time to clear things a bit. I removed php from the
 %PATH%, and now all's back to its normal state. That still probably leaves
 some people with a crashing Pidgin. I use Pidgin and php for years and
 this problem is fairly new: since php 5.2.7 I believe, released on early
 December.
