 When trying to type in Hebrew (via changing the Windows Keyboard Input) on
 Windows Vista (Business, x86), the characters just come out as a jumble of
 strange boxes with symbols in them. This issue is not present using the
 same version of Pidgin and the same settings on Windows XP Pro w/SP2.

 (i know there are tickets about it.. but they are closed.. and this is
 still an issue..)
