 I am running Pidgin 2.3.1.  When I select Mute Sounds from the Tools menu
 it only mutes the sounds of buddies signing off and on, and doesn't mute
 all of the sounds (i.e. receiving a new message.)  I would feel like
 muting sounds should mute all sounds.
