#4862: MSN transfer NAK loop (AKA users never see transfer requests)

 For a while now, with certain MSN users, they have not been receiving file
 transfer notifications. I forget who exactly, as I just considered them
 ignoramuses, but I've realised that there's a bug at large here. One user
 has Windows Messenger (XP SP 2) and another runs Miranda, so it seems to
 not relate directly to the remote client.

 So, I opened the debug window, and it seems that as soon as I start a file
 transfer, I start getting this garbage:

 {{{
 (16:32:19) msn: C: SB 001: MSG 606 D 1351
 (16:32:20) msn: S: SB 001: NAK 606
 (16:32:20) msn: C: SB 001: MSG 607 D 1351
 (16:32:20) msn: S: SB 001: NAK 607
 (16:32:20) msn: C: SB 001: MSG 608 D 1351
 (16:32:20) msn: S: SB 001: NAK 608
 (16:32:20) msn: C: SB 001: MSG 609 D 1351
 (16:32:21) msn: S: SB 001: NAK 609
 (16:32:21) msn: C: SB 001: MSG 610 D 1351
 (16:32:21) msn: S: SB 001: NAK 610
 (16:32:21) msn: C: SB 001: MSG 611 D 1351
 (16:32:21) msn: S: SB 001: NAK 611
 (16:32:21) msn: C: SB 001: MSG 612 D 1351
 (16:32:21) msn: S: SB 001: NAK 612
 (16:32:21) msn: C: SB 001: MSG 613 D 1351
 (16:32:22) msn: S: SB 001: NAK 613
 (16:32:22) msn: C: SB 001: MSG 614 D 1351
 (16:32:22) msn: S: SB 001: NAK 614
 ...
 }}}

 Eventually Pidgin gives up and reports that the remote user cancelled the
 request (i.e. Pidgin timed them out), but the above NAK loop terminates if
 I cancel the transfer manually. AFAIK this was affecting 2.3.1 too (as
 I've been having this problem for some time now), but I abandoned 2.3.1
 due it repeatedly closing conversation windows.

 I can send to some MSN users and not others, so I don't know where this
 bug is originating. Annoying though.
