 As mentioned by
 [http://pidgin.im/pipermail/devel/2008-February/004816.html khc here], the
 MSN prpl should use partial buddy list updates instead of downloading the
 entire list at every login.

 According to
 [http://msnpiki.msnfanatic.com/index.php/MSNP13:Contact_List#SOAP_Request_2
 msnpiki], it should involve just setting the "lastChange" tag to a valid
 date (one that the server had previously specified, that is) in the form
 `0001-01-01T00:00:00.0000000-08:00`. Parsing the list should be the same,
 except we won't be treating the local list as completely canonical, of
 course, because that would result in a lot of out-of-sync errors.
